Abstract
Citizens are guaranteed the right to freely create and disseminate their artistic and cultural expression and through this express their ideas and feelings. Freedom of artistic and cultural expression is among the human rights and is guaranteed by the Federal Constitution of 1988, so that all people have dignity, freedom and citizenship.
