To start this work it is necessary that the concepts are defined, so that we can discuss the presupposed theme, but not without first identifying economic growth and development. Growth and development have numerous concepts that sometimes are synonymous, sometimes do not come close, especially when analyzed from the perspective of applied social sciences.
