The advancement of chronic conditions, such as kidney failure, has put pressure on municipalities to provide highly complex health services, increasing costs and demands for adequate infrastructure. The purchase of hemodialysis machines by municipal governments is a clear example of how public management needs to optimize bidding processes and ensure efficiency in the application of public resources. This work focuses on analyzing the bidding process for the acquisition of hemodialysis machines by the city of Mococa-SP, exploring the specificities of the process and its relationship with regional economic development. This study will be guided by the principles of the Brazilian regional economy, growth and economic development, in addition to special topics in economic sciences applied to public management.Understanding the factors that influence economic growth regional and public management practices are fundamental for the creation of public policies efficient, capable of remedying local deficiencies in infrastructure and health services, and at the same time at the same time promote sustainable socioeconomic development. According to Paul Krugman (1991), economist and theorist of the new geography economic, regional growth is strongly linked to local infrastructure and ability of a municipality to attract and maintain investments in key sectors, such as health, education and technological innovation. In this sense, the acquisition of health equipment by through transparent and efficient bidding processes is one of the mechanisms through which the government can promote economic development and improve the quality of life of the local population. The bidding process, especially in the electronic auction modality, has become shown to be an effective tool to promote economy, transparency and competitiveness in the acquisition of goods and services by public authorities. According to Di Pietro (2019), electronic auction has significant advantages in terms of speed and access to a greater number of suppliers, especially when compared to other types of bidding. The correct formation of prices, through the application of markup, is crucial to ensure that public resources are applied efficiently, respecting budget limits and maximizing benefits for the population. The choice of the topic is justified by the relevance of access to health treatments for high complexity for the social and economic development of a region. Furthermore, this work seeks to explore the correlations between economic growth and business practices public management, through the analysis of bidding processes and price formation, providing an optimization proposal for the acquisition of capital goods for healthcare public in the municipality of Mococa. The discussions presented here aim to respond to the following question: How can bidding processes be optimized to guarantee the economic efficiency in the acquisition of hemodialysis machines, contributing to the economic development and improvement of local health infrastructure? By carrying out this study, we hope to contribute to the development of more effective public policies at the municipal level, capable of promoting socioeconomic development and ensure equitable access to health services quality
