    Since the beginning, art and culture have always been manipulated and censored. Censorship is not new in our society. It has been present since the emergence of culture. Because culture is an order, society is not always in favor of this order, so a conflict is created between citizens who do not accept this “culture” and those who do. Censorship and art are directly intertwined with society’s behavior, in order to control society over what is and is not allowed.

    The relationship between art, culture and censorship is a topic that has been the focus of debates, reflections, social movements and the creation of public policies throughout history. In the current context, the guarantee of artistic freedom by the Federal Constitution of 1988 has the function of protecting the expression of intellectual, artistic and scientific activity, regardless of censorship or license. However, the tension between art, culture and censorship still exists in various contexts, which highlights the need for educational actions to minimize these tensions and guarantee the effective artistic freedom provided for by law.

    Art and culture, despite being different concepts, are linked. While culture is what shapes a nation and defines its customs and habits, art is the form of expression of the people of this nation. It is the way people express their feelings and convey a message. One depends on the other because every artistic expression is a form of expression of art or culture. Censorship is a practice that interrupts the spread of ideas and information, prohibits various artistic expressions and limits them. The Federal Constitution of 1988, enacted after the end of the military dictatorship, guarantees democratic freedoms in Brazil. And Article 5 guarantees artistic freedom. However, it is necessary that these rights be guaranteed by promoting understanding and respect for cultural diversity and freedom of expression.

    Being a bearer of a different culture does not make anyone more or less important. Respect for diversity must be a condition of equality, that is, an equality that is guided by the right to be different. Thus, today we experience different ways of life than our parents, but we bring our cultural baggage to our history.

    Culture and art are creative and reflective expressions of the human condition, and almost naturally, they always challenge the norms and cultural conventions pre-established in society. Through them, artists express their questions, provoke and even subvert the structures of power and authority. Thus, this intrinsic capacity of art to challenge the status quo is what makes it vulnerable to censorship and repression by those who feel threatened by its questions.

    The relationship between art, culture and censorship is complex, especially considering the principles of artistic freedom guaranteed by the 1988 Brazilian Federal Constitution. Artistic freedom is essential for the development of culture and individual expression, but it often faces challenges from groups or authorities seeking to impose limits on artistic expression for political, religious, moral or ideological reasons. Defending artistic freedom requires an ongoing commitment to protecting individual rights and fostering a diverse and inclusive cultural environment that respects and represents different voices and perspectives.

    Art, culture and censorship are a complex and often conflicting relationship. As we saw in TEXT I, “Art and culture contradict each other, but they go hand in hand.” This is because art needs culture to express itself. All ART is made at some point, by someone somewhere, under circumstances where cultural, temporal and material influences of the moment were deposited in the art. Art has the power to change thoughts and promote acceptance of DIFFERENCE.

    To talk about art, culture, censorship, etc., it is necessary to understand what each one represents. This set of works (art) changes our perspective and the way we understand the world and its expressions, where people from various social groups, with different beliefs and customs, express their feelings, opinions, highlight what they find beautiful and also what they dislike.

    The Brazilian Constitution guarantees freedom of expression in its article 5 and prohibits any type of censorship, reinforcing the idea that artistic expression must be free and respected as a fundamental right. However, despite this legal protection, censorship still manifests itself in various ways, whether through political, economic or social pressure. To minimize the tensions between art, culture and censorship and guarantee the freedom provided for by law, two educational actions can be particularly effective.
