    Given the importance of Information Technology, in all areas, in nowadays, the Government must be concerned about having in its administration programs effective and skilled people to operate them. The Public Administration does not compete with the private administration, as the latter needs services provided by the former, but the Public Administration must update itself and provide a service in a way that facilitates the life of its users.
