    The exchange of information and communication is the key to any relationship, including between government and civil society. With the introduction of Information Technology, there were changes in the vision and way of working in the public sector, and we can say that they started to provide a service with more quality and transparency in public decisions and acts. With technology, this exchange of information becomes faster and more efficient when using tools automated processes, which allows the internal bureaucratic process to undo more quickly, are the so-called software.
