    Public administration or public management is defined as the power to legislate and tax, supervise and regulate, behind its bodies and other institutions; aiming always an effective public service. It originated in France at the end of the 18th century. Administration in Brazil took place in three ways, the first being at the time of the Empire; patrimonial public administration where the State appointed people of confidence and self-officials to hold political office. Under the Constitution of 1988, the public administration must follow the principles of legality, impersonality, morality, publicity and efficiency. For some Brazilians the public administration conceptualized based on two aspects: objective and subjective, thus Objective - The Objective Sense of Public Administration comprises the Administrative Activities or Functions performed by the agents, that is, their object of acting.
