    This work aims to explain Public Expenses, highlighting the concept of the act that causes an increase in personnel expenses and its limits, the ways in which they are determined, the controls that must be made and the reduction of expenses. Based on the Fiscal Responsibility Law; Complementary Law 101, of 05-04-2000, which aims to establish rules to be observed by public administrators, focusing on the Santa Cruz das Palmeiras City Council, fiscal year 2018, comparing personnel expenses with current net income. Thus, after all the considerations involving expenses, such as: public expenses, total expenditure on personnel, limits on personnel expenses in the Law of Responsible Fiscal Management and in the Case Study of the Municipality of Santa Cruz das Palmeiras, therefore, we come to the conclusion that the administrator in the aforementioned exercise acted with caution and prudence, strictly observing its limits.
